Dès 2019, une nouvelle exonération de cotisation foncière des entreprises est prévue pour les librairies. Mais sous conditions, car toutes les librairies ne sont pas concernées…


Exonération (facultative) de CFE pour certaines librairies

Les collectivités locales peuvent, sur délibération, exonérer de cotisation foncière des entreprises (CFE) les entreprises dont l’activité principale consiste à vendre au détail des livres neufs, en clair les librairies.

Cette exonération ne vise pas les librairies titulaires du label « librairie indépendante de référence » (LIR), lesquelles bénéficient déjà d’une exonération possible (toujours sur délibération des collectivités locales). Mais la librairie peut être labellisée « librairie de référence » (LR).

Pour prétendre à cette exonération, les librairies doivent :

  • disposer d’un local librement accessible au public ;
  • exercer une activité de vente de livres neufs au détail qui représente au moins 50 % du chiffre d’affaires total de l’entreprise ;
  • ne pas être labellisées « libraires indépendantes de référence » ;
  • ne pas être liées par un contrat de franchise ;
  • répondre à la définition des PME et ETI (c’est-à-dire employer moins de 5 000 personnes, réaliser un chiffre d’affaires inférieur à 1,5 milliard d’€ ou disposer d’une total de bilan inférieur à 2 milliards d’€).

Pour bénéficier de cette exonération, il faut en faire la demande directement auprès du service des impôts des entreprises dont relève la librairie.
