Après de longues et difficiles années de négociation, un accord historique sur l’adaptation des règles fiscales internationales vient d’être signé par 136 pays, dont la France. Au menu : une répartition plus équitable entre les pays des bénéfices et droits d’imposition et la mise en place d’un taux d’imposition minimum pour les multinationales.


Un accord fiscal international : pour quoi ?

Après plusieurs années de négociation, 136 des 140 membres du cadre inclusif de l’OCDE (organisation de coopération et de développement économiques), dont la France, ont adhéré à la « Déclaration sur la solution reposant sur deux piliers pour résoudre les défis fiscaux soulevés par la numérisation de l’économie ».

L’objectif de cette déclaration est de finaliser l’accord politique, conclu en juillet 2021, destiné :

  • à réformer la fiscalité internationale en prévoyant une répartition plus équitable entre les pays des bénéfices et droits d’imposition qui concernent les entreprises multinationales ;
  • à garantir l’application, dès 2023, d’un taux d’imposition minimum de 15 % aux entreprises multinationales qui réalisent un chiffre d’affaires d’au moins 750 M€.

Une convention multilatérale est en cours d’élaboration afin de rendre effective la mise en œuvre des dispositions contenues dans la déclaration et ce, dès 2023. Affaire à suivre…
