Certains biens, essentiellement civils, dont l’utilisation peut sembler anodine, peuvent également faire l’objet d’un usage détourné à des fins militaires prohibées, etc. Ils sont alors qualifiés de « biens à double usage » et peuvent faire l’objet d’un contrôle accru par l’État à l’occasion de leur commercialisation. Ordinateurs quantiques : les pièces potentiellement sensibles sous contrôle

Afin d’éviter que certains produits ne puissent faire l’objet d’un usage détourné à des fins militaires prohibées ou de prolifération nucléaire, biologique ou chimique, la catégorie des « biens à double usage » a été créé.

Cette classification permet aux États de l’Union européenne (UE) de garder un contrôle sur les exportations faites en dehors de l’Union.

Profitant de ce statut, la France a décidé de mettre en place un régime d’autorisation à exportation de certaines pièces informatiques, à savoir celles pouvant servir à la construction d’un ordinateur quantique. La liste complète peut être retrouvée en annexe de ce texte.

À partir du 1er mars 2024, toute exportation de ces produits depuis le territoire douanier de l’UE vers un État tiers sera soumise à une autorisation.

Les demandes d’autorisations sont à adresser au Service des biens à double usage (SBDU).
